Widths are measured in Arial at 20px for titles and 14px for descriptions. The limits (about 600px for titles, about 920px for descriptions on desktop and 680px on mobile) are approximations. Google does not publish exact numbers and may rewrite your title or description.

Google may rewrite your title. It mostly uses your title element, but it can also use headings or other text on the page. Titles that are accurate, concise and not stuffed with keywords are less likely to be changed.
Google uses your meta description for the snippet when it describes the page better than the page text. There is no fixed length limit, and long snippets are cut to fit the screen. Source: How to write meta descriptions.
